WTC Site Owner Takes Over Sept. 11 Memorial Construction

The circuitous effort to build a permanent Sept. 11 memorial took another turn Tuesday when the group leading the effort changed its name.

In a bid to broaden its appeal, the World Trade Center Memorial Foundation announced the new name, outlined a 15-city goodwill tour beginning next month and unveiled a redesigned Web site, national911memorial.org.

Now called the National September 11 Memorial & Museum at the World Trade Center, the group said the project will be less parochial.

“When we open the memorial, we expect that about 5 million people will come to visit and we expect that a lot of them will be from around the country and around the world, and they will know that this is an American project,” president Joe Daniels said.

The $600 million project, including a museum and memorial plaza with two pools and waterfalls, is under construction on 8 acres at the site of the fallen Twin Towers. The plaza is due to open in late 2009, with the museum due for completion in 2010, foundation officials said.

The group has raised $300 million toward a goal of $350 million, Daniels said. The federal government has pledged $250 million, and the state of New York will kick in $80 million, he said.

Once projected to cost nearly $1 billion, the project struggled as fund raising lagged and its original leader resigned.

Donations have doubled since Mayor Michael Bloomberg took control of the foundation last year, Daniels said.

The tour begins Sept. 10 in Charleston, S.C., and will continue through Pittsburgh and Cincinnati, and smaller cities such as Norfolk, Va., Fort Wayne, Ind., and Des Moines. Tour visitors will be invited to sign a 4-ton steel beam manufactured in Charleston that is destined for use in the memorial’s construction.
